allow addon message to be sent after a reload if the number of group members is greater than 1 (before this commit it would only send when the number increases. during a reload the number doesn't increase so a message doesn't send. this will allow at least 1 message to send, specifically for /rl)

use Resike's method here, its like the code previously except this will only send message if someone joins! Thanks Resike :D

actually, this is probably find because in other areas we never check if this exists so why should we here? also the end part is probably fine without checking that it actually exists to just checking if it's different should be enough

we can push the first message in the loop right away and the rest one second after, if the message is short enough its safe to just send it right away (like the first message in the loop)

bump LibElvUIPlugin version to r17, i bumped once during some of these edits but i wanted to bump again, bump bump bump

rewrite `SendPluginVersionCheck` in `LibElvUIPlugin-1.0` and also slightly optimize the code in lib loops

Add Current Version of MSG_OUTDATED

1) fixes it sending and receiving blank message(s)
2) makes sure it wont try to match empty sections

also: this fixes the version check sometimes sending to itself when the players realm has a dash in it (this is now fixed in both core.lua and LibElvUIPlugin)
